BEWTEEN THE MINISTER FOR REGIONAL DEVELOPMENT AND TOURISM,

THE MINISTER OF NATURAL RESOURCES, WILDLIFE AND PARKS AND MINISTER RESPONSIBLE FOR THE ABITIBI-TEMISCAMIGUE REGION AND THE NORD-DU-QUEBEC REGION,

INVESTISSEMENT QUEBEC,

AND THE CREE REGIONAL AUTHORITY

 

SPECIFIC AGREEMENT ON TOURISM:

This is a three (3) year funding agreement from April 1, 2004 – March 31, 2007

The objective is to help increase tourism activity & investment in the Nord du Quebec Tourism Region (Eeyou Istchee)
and to support job creation within the tourism sector.

This agreement
 supports projects within the following sectors:

  1. Promotion
  2. Development of Tourist Potential
  3. Lodging
  4. Attractions
  5. Activities & Equipment
  6. Events
  7. Camping
  8. Outfitting

1. PROMOTION

Eligible Applicant(s)
Cree Associations of Outfitters and Tourist Organizations

General Conditions

There will be no contractual obligations before filing for assistance
Each request must have at least two (2) bids upon submission

Activities

Exhibition and visual material (videos, photo bank, web site, etc.)
Studies, Research and Analysis (ie.: development of strategic communications plan)

Up to 80% of total cost


2. DEVELOPMENT OF TOURIST POTENTIAL
Eligible Applicant (s)
Cree controlled profit oriented businesses and non-profit oriented organizations

General Conditions

Submission of a viable and complete business plan
The project must operate and be based in Eeyou Istchee (region 10)
The business or organizations investment must be at least 20% of the total project cost
There will be no contractual obligations before filing for assistance
There is no financial assistance for working capital

Rate of Assistance
Maximum assistance for profit oriented businesses: 30% of project costs
Maximum assistance for non-profit oriented organizations: 80% of project costs

Profit oriented: maximum of 30% of project costs for projects less than $250,000
Profit oriented: maximum of 20% of project costs for projects more than $250,000

Maximum amount of assistance granted in virtue of the specific agreement: $150,000
whether it be a profit or a non-profit oriented project


3. LODGING
Eligible Applicant (s)
Profit oriented businesses and non-profit oriented organizations

General Conditions

Applicant must possess a valid Tourisme Quebec classification or have filed an application with the Corporation de l’Industrie Touristique du Quebec (CITQ)

Activities

Structural modernization aimed at developing better lodging and ideally better classification

 4. ATTRACTIONS
Eligible Applicant (s)
Profit oriented businesses and non-profit oriented organizations

General Conditions

The business must be a continuous and recurrent operation for at least three (3) months per year
The business that has a mainly tourist clientele and whose services cater mainly to tourists (welcoming, training, programming, marketing)
Tourism conditions maybe required, such as packages, signage, and training

Activities

Consolidation depending on development priorities
Installation of innovative attractions

5. ACTIVITIES AND EQUIPMENT
Eligible Applicant (s)
Profit oriented businesses and non-profit oriented organizations

General Conditions

The business must be a continuous and recurrent operation for at least three (3) months per year
A business catering to tourist clientele (welcoming, training, programming, marketing)
Maritime excursion operators will have to abide by the Quebec Regulation of the Maritime Transportation of Passengers

Activities

Installing, consolidating, and diversifying depending on development priorities

6. EVENTS
Eligible Applicant (s)
Profit oriented businesses and non-profit oriented organizations

General Conditions

There must be a minimum duration of stay of three (3) days
Sponsor will contribute at least 20% of the events cost

Activities

Diversifying existing events with new activities
Creation of new events based on the cultural aspects of the Eeyou (Cree)
A business catering to tourist clientele (welcoming, training, programming, marketing)

7. CAMPING
Eligible Applicant (s)
Profit oriented businesses and non-profit oriented organizations

General Conditions

Project must include a minimum of ten (10) units once completed
Minimum duration of operation: three (3) months

Activities

Camp ground installations (ie.: facilities, electrical outlets, etc.)

8. OUTFITTING
Eligible Applicant (s)
Profit oriented businesses and non-profit oriented organizations

General Conditions

An outfitters permit - issued in virtue of the Loi sur la conversation et la mise en valeur de la faune (L.R.Q.,c. C-61-1)

Activities

Improving, diversifying or increasing available lodging

Type of Assistance

Grant

Application Process:

All applications must be completed and submitted with all details pertaining to the request
to the attention of Mr. Alfred Loon, Program Officer for the Cree Regional Authority – Specific Tourism Agreement.

The request will be analyzed and a recommendation will be forwarded to the Management Committee.
The Management Committee will then forward
a recommendation to the Minister of Tourism for a decision.

The applicant will be advised of the decision.
The CRA will develop terms & conditions of the grant.
