Boumhounan Agreement Contracts Review Committee

The Grand Council of the Crees (Eeyou Istchee) and the Cree Regional Authority launched on October 18, 2006 the Contracts Review Committee.

The composition of the Contracts Review Committee consists of the nine (9) Economic Development Officers and a Regional Representative for Economic Development. The Chairman of this Committee is the Deputy Grand Chief, as a non-voting member.

Following the authorization of the Quebec Provincial Government and of the Federal Government on the EM1-A Rupert River diversion, the Contracts Review Committee invites Cree enterprises to apply for those contracts.



The Grand Council of the Cree (Eeyou Ischtee)/Cree Regional Authority established certain guidelines to ensure that the Cree enterprises obtain a fair share of the contracts awarded for the EM1-A & Rupert River Diversion project. Also the proponent, Hydro-Quebec/SEBJ provided additional requirements which any Cree contractor must respect.

Cree Nation Benefit:

To ensure that there is the greatest economic spin-off to the Cree economy, the Contracts Committee must pay attention to the percentage of Cree ownership of any Cree company as outlined under Chapter 1.1 of the Boumhouman Agreement.

Community Development & Participation

The Contracts Committee must ensure that there is an equitable distribution of contracts among Cree enterprises associated with the Cree communities and furthermore that where a contract discernibly associated with the traditional territory of a community, the enterprises associated with that community should be favored.

Process to access the Contracts

  1. Hydro-Quebec/SEBJ will submit to the Contracts Review Committee contracts which can be awarded to a Cree enterprise on a negotiated process.
  2. The Committee will recommend the Cree enterprises for those contracts to Hydro-Quebec/SEBJ.
  3. Hydro-Quebec/SEBJ will negotiate directly with the Cree enterprises that was recommended by the Committee.

Identification of Cree Enterprises

The Economic Development Officers/Directors have considerable knowledge on the Cree enterprises that exist throughout Cree territory. However any company that is interested in gaining access to the Cree contracts under the Boumhounan Agreement are requested to forward a Corporate Profile to the Economic Development Officers/Directors listed below.
