Statement On The Passing of Guy Coulombe

Grand Chief Matthew CoonCome and former Grand Chief Ted Moses send their sincere condolences to the family, friends and colleagues of Mr. Guy Coulombe O.Q. former president of Hydro Quebec (1981 to 1988).

"I met with Mr. Coulombe many times before and during the negotiations of the La Grande 1986 agreement. He had a great understanding of the social impacts of the hydro projects on the Crees and was always ready to work with us to find solutions to the problems that our people faced. He oversaw Hydro Quebec through a period of economic difficulty and restrained construction but he managed to ensure the economic viability of the company. He was a gentleman and it was my honour to have had the opportunity to know him." – former Grand Chief Dr. Ted Moses O.Q.

"Mr.Coulombe was a high ranking official in the Government of Quebec who served as the secretary General of the Executive Council of the Government of Quebec under premiers Bourassa and Lévesque and in 1978 was appointed as president and chief executive officer of the Société générale de financement du Québec, where he turned around the economic performance of the agency. He left Hydro Quebec in 1988 and continued to take on many important portfolios in the private and public sectors including his role as chief negotiator in the land claim negotiations with the Attikamek – Montagnais First Nations. Mr. Coulombe was a great Quebecer and is remembered by those who knew and worked with him as an honest and highly intelligent person. Mr. Guy Coulombe former president of Hydro Quebec (1981 to 1988) passed away on the 23 of June 2011.
