Contest for the Design of the Logo of the Eeyou Istchee James Bay Regional Government

Contest

A contest has been opened for the design of the logo of the Eeyou Istchee James Bay Regional Government (Regional Government).

The logo should be inspired by the dual nature and representation of the Regional Government (Cree and Jamésiens) and the specific characteristics of the Eeyou Istchee James Bay territory.

To enter this contest, you must be 18 years and older and be:

  1. a Cree beneficiary within the meaning of Section 3 of the James Bay and Northern Quebec Agreement; or
  2. domiciled on the territory of the Municipalité de Baie-James or in Chapais, Chibougamau, Lebel-sur-Quévillon or Matagami.

Partnerships between the Cree and Jamésiens are encouraged.

The winner of the contest will receive a prize of $2,000.  If two drawings are selected to be combined, each one of the two winners will receive a prize of $2,000.  However, if the winning drawing is the result of a partnership between the Cree and Jamésiens, the winning prize will be $6,000, to be divided equally.

Rules

The Implementation Committee established pursuant to the Agreement on Governance in the Eeyou Istchee James Bay Territory to ensure the harmonious transition to the Regional Government will act as jury for this contest.

The Implementation Committee reserves the right not to accept any of the drawings and to declare no winner for this contest, and it shall not incur any obligation or liability towards any of the participants in such case.

Members of the Implementation Committee and members of their immediate families are not entitled to participate in this contest.

In order to be eligible to win and/or claim any prize, the contest participants selected will have to assign and waive in writing any copyright and other rights in the drawing in favour of the Eeyou Istchee James Bay Regional Government, failing which, the participants will not be eligible to win and/or claim any prize.

Drawings must be received no later than 12:00 noon on Thursday, December 12, 2013 by mail, courier or personal delivery at the following address :

All entries sent by e-mail must also be sent in paper format to the above address. Such entries may be received in paper format after the above mentioned deadline provided that they are received by e-mail by such deadline.

Drawings may be altered at the discretion of the Implementation Committee or the Regional Government, or two drawings (or parts of them) may be combined to encourage partnerships between Crees and Jamésiens or to better represent the spirit of the new Regional Government’ mandates.  Entries not-selected will be returned to the participant only if they are accompanied by a written request and a suitable postage-paid, self-addressed, return envelope.  All other entries not-selected will be destroyed.

Context

In order to implement various provisions of the Agreement on Governance in the Eeyou Istchee James Bay Territory between the Crees of Eeyou Istchee and the Gouvernement du Québec, the Act establishing the Eeyou Istchee James Bay Regional Government and introducing certain legislative amendments concerning the Cree Nation Government was adopted and assented to in June 2013.

In particular, this Act provides for the coming into operation of the Regional Government on January 1, 2014. From that moment, it will replace the Municipalité de Baie-James (MBJ).

This is an historic milestone in the establishment of a real partnership between the Cree and the Jamesians, which will benefit Québec as a whole.

The Regional Government will exercise the same jurisdictions, functions and powers on the Category III lands in the Eeyou Istchee James Bay Territory as those currently attributed to the MBJ. The Regional Government will also have the ability to affirm its jurisdiction regarding fields of jurisdiction belonging to a regional county municipality (MRC).  It will also act as a regional conference of elected officers (CRÉ) with respect to Category III lands in the Eeyou Istchee James Bay Territory.

Territory

The Regional Government will be responsible for the management of Category III lands in the current MBJ.  This territory has a total area of approximately 277,000 km2 and is situated between the 49th and the 55th parallels.
